The Assembly of States and Members is a core deliberative forum of the International Parliament. Structure of the Assembly
The Assembly Forum
The Assembly functions as a deliberative forum, not a parliament in the sovereign sense. Participants contribute through structured discussions, working sessions, and written submissions focused on policy ideas, governance models, and implementation considerations.
Topics may include (but are not limited to):
- Governance design and institutional coordination
- Digital safety and transparency
- Sustainability and long-term planning
- Human-centred policy frameworks
Outputs are informational and non-binding.
Working Groups and Drafting Sessions
To support clarity and depth, the Assembly may organise working groups or drafting sessions focused on specific themes. These groups:
- Develop draft frameworks or model provisions
- Document key considerations and risks
- Produce summaries suitable for public reference
Participation in working groups does not create obligations or authority.
Administrative Coordination
Administrative coordination for Assembly activities is provided by the International Parliament platform to support scheduling, documentation, moderation, and publication.
This coordination role is operational only and does not constitute executive or governing authority.
Membership and Participation
Eligibility
Participation in the Assembly is open to:
- Public institutions and government bodies (in a voluntary, non-sovereign capacity)
- International and regional organisations
- Civil society organisations
- Academic and research institutions
- Approved observers and contributors
Participation does not imply recognition, endorsement, or formal status.
Forms of Participation

Participation Requests
